How has the crisis been identified, named, decided upon? At what time, event, data, etc. can we tell that the crisis is over, or averted? (What are the measurables? If this is meant to have effects upon the physical plane, ie) How does the common good become known, who decides? (Who suggests it, proposes policy - gains political power - codifies it, and implements these changes? If it is a majority rules, then what role does the minority - individual people?
ie, What is the perceived WSS role for those who do not accept the definition (by majority?) of whichever crisis this is?
What is the role for those people (a minority view?) who don't agree to what is common good, or even what is common, and what is good.
